Randye Ferrick is Tierra’s President, Owner, and Designated Real Estate Broker. She has over 29 years of experience providing relocation assistance, real property acquisition, and project management services in connection with State- and Federally funded infrastructure projects. Since founding Tierra in 1989, Ms. Ferrick has built our company from a single-office, local right of way firm into one of the most respected land services firms in the western United States. Under her leadership, Tierra has successfully completed projects in 34 states and developed a nationwide reputation for quality and professionalism.

Today, Ms. Ferrick continues to take the leading role with respect to overall financial responsibilities of the company and plays a key role in all client relationships. She ensures that adequate personnel and resources are made available, handles contractual matters in a timely manner, and is ultimately responsible for ensuring the quality and timeliness of Tierra’s performance.

Chief Operating Officer Dwight Ferrick

Dwight Ferrick

Chief Operating Officer

Dwight Ferrick is the Chief Operating Officer (COO) for Tierra. With more than 46 years of experience in the right of way and real property profession, he is an expert in acquisition, regulatory, and environmental permitting; appraisal and appraisal review; asset management and property disposition; and project management.

In his former capacity as a Right of Way Agent, Manager of Right of Way, and Director of Real Estate with Central Vermont Public Service Corporation, Dwight gained extensive experience relative to the acquisition of land, rights, and permits and environmental, cultural, and regulatory requirements and procedures. He is also experienced in project or program management in connection with electric generation, transmission, distribution, and substation facilities; hydroelectric projects; telecommunications infrastructure and wireless facilities; and pipeline projects.

Mack Dickerson, SR/WA, R/W-RAC, GRI

Vice President, Right of Way Operations

Mack Dickerson received his B.S. in Business Administration from the University of Arizona in 1986. With over 23 years of experience in the right of way and real estate industry, he has extensive experience successfully managing right of way projects throughout the western region, including Arizona, New Mexico, Nevada, Washington, Idaho, and Colorado.

His specialties include providing oversight of projects involving Federal Transit Administration (FTA) funds, Federal Aviation Administration (FAA) funds, Federal Highway Administration (FHWA) funds, and State and local funds, and he has extensive project management experience. Mr. Dickerson is an active member of the International Right of Way Association’s (IRWA) Relocation Committee and one of the first four IRWA members in Arizona that earned the Relocation Assistance Certification (R/W-RAC).

Tom Euler, B.A.

Environmental Planning and Cultural Resources Division Director

Tom Euler earned his bachelor's degree in Anthropology from the University of Colorado. He has more than 30 years of experience as a cultural resource manager and environmental planner and is knowledgeable in all aspects of natural and cultural resource management in both the public and private sectors. He is well versed on National Historic Preservation Act (NHPA) Section 106 compliance as it relates to the National Environmental Policy Act (NEPA) and is experienced in performing Clean Water Act/404 permitting, archaeological surveys, and environmental assessments.

Mr. Euler's experience includes public involvement aspects of linear right of ways and regulatory compliance, including highways and electrical utilities. He has worked on projects involving most Federal and State agencies responsible for managing cultural and natural resources throughout the West, including Arizona State Land Department (ASLD), Bureau of Land Management (BLM), U.S. Army Corps of Engineers (USACE), Environmental Protection Agency (EPA), U.S. Forest Service, and Rural Electrification Administration.

Michael Rabb

Michael Rabb, J.D.

Vice President of Montana Operations

Michael Rabb directs Tierra's right of way and real estate projects in Montana. With nearly 15 years of experience in the real estate and legal professions, Michael is an expert in easement acquisition for transportation and other linear-corridor projects, as well as in property disposal for municipalities, title review, and clearing encumbrances. He has an impressive record of expediting development, zoning, and construction permits.

Mr. Rabb's legal training and professional experience are invaluable to Tierra's Montana clients. He oversees the preparation of deeds, easements, and other legal documents, and has experience negotiating and mediating for condemnation cases. He has represented a wide array of clients on a variety of real estate manners, including eminent domain, real estate transactions, landlord/tenant issues, escrow negligence, construction financing, and title insurance and lien priority disputes. Mr. Rabb currently serves as President of the International Right of Way Association's (IRWA's) "Big Sky" Chapter 45, based in Bozeman.

Leslie Beaird

Leslie Beaird, SR/WA, R/W-RAC

Manager, Right of Way Operations, Pacific Northwest

Leslie Beaird manages and oversees right of way operations in Tierra's Seattle-based Pacific Northwest branch. Ms. Beaird has been in the right of way profession for nearly 20 years, 15 of which she spent in the Real Estate Services division of the Washington State Department of Transportation (WSDOT). Her daily focus at Tierra is on business development, marketing, project management, certification, and completing projects to the standards and regulations set forth by the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act (the Uniform Act).

Ms. Beaird is an expert in right of way and easement acquisition and relocation assistance. She has long served in educational roles, providing specialized training for public agencies, their staff, and consultants. Ms. Beaird currently serves as Leader of the International Right of Way Association's (IRWA's) Relocation Community of Practice and is a certified instructor for IRWA relocation courses. She is the immediate Past President of the IRWA's Puget Sound Chapter 4 and was named Chapter Professional of the Year in 2014.
